Utility Permits

Encroachment Permits
An Encroachment Permit is required for all private work located in the public right of way. This includes work such as: construction or repair of curbs, gutter, sidewalks, and driveway approaches; mail boxes; garden walls and fences of any height; and any other structure or constructed surface which is to be located in the public right of way.
All Encroachment Permits require the appropriate contractor's license, insurance, and business license which must be obtained prior to permit issuance.
Public Works Permits
A Public Work Permit is required for all public work done in the public right of way. Examples include: utility construction and repair; drive approaches, sidewalks, curb and gutters, and any sign or other improvement. Both public works and encroachment permits are required so an inspector can verify that all new structures in the public right of way have been properly constructed and installed in accordance with City Standards.
All Public Works permits require the appropriate contractor's license, insurance, and business license, which must be obtained prior to permit issuance.
Grading Permits
Grading Permits are required for any project which call for the grading of over 50 cubic yards of soil or rock. Decisions on grading permits are based on a grading plan which must be completed by a civil engineer and reviewed by the City Engineer.
All Grading permits require the appropriate contractor's license, insurance, and business license, which must be obtained prior to permit issuance.
Street Closures - Special Events & Construction
Street Closure Permits are required to temporarily close a street down for construction or a private event. When either construction or a private event are in need of a street closure permit, a traffic control plan will be required and City Engineer approval. Permanent street closure requests will not be honored because of necessity to maintain direct access for Police, Fire and other emergency equipment. Please submit the appropriate Street Closure Permit for either special events or construction.
Oversized Transportation Permits
The City of Claremont has the discretionary authority to issue special permits for the movement of vehicles/loads exceeding statutory limitations on the size, weight, and loading of vehicles contained in Division 15 of the California Vehicle Code. Requests for such special permits requires the completion of an application for a Transportation Permit.
