Housing Element

The Housing Element is part of the City’s General Plan. It includes a demographic profile of the City, an analysis of opportunities and constraints for the development of new housing, including affordable housing, and an evaluation of existing housing programs. The Housing Element Update (HEU) also sets forth new implementation programs to facilitate the creation of new housing opportunities in the City and to protect the City’s existing affordable housing stock. Additionally, the HEU identifies potential sites, and revised development standards for these sites in order to accommodate the State’s requirement for Claremont to plan for 1,711 new housing units between now and 2029.

State Certifies Housing Element

On September 12, 2024, the City received confirmation from the California Department of Housing and Community Development that the State has found the City of Claremont's 6th Cycle Adopted Housing Element to be in compliance with Housing Element Law. 

 

City Council Adopts Housing Element 

On June 25, 2024, the City Council adopted a resolution adopting the revised 2021-2029 Housing Element Update (23-GPA01) and its implementing amendments to the Land Use Element and Land Use Plan of the General Plan (21-GPA01) and found these approvals are consistent with the previously certified final Environmental Impact Report for the Housing Element Update (State Clearinghouse #2021090340); and Introduced for first reading an ordinance adopting a Code Amendment and Zone Change (21-Z01) to implement the revised 2021-2029 Housing Element Update and find that the Code Amendment and Zone Change are consistent with the previously certified final Environmental Impact Report for the Housing Element Update (State Clearinghouse #2021090340).
